Abstract
Once reviewed the legislation establishing the normative bases for the development of the Primary Attention model, the occupational and institutional factors that impinge on the professional development and the service installation of specific nurses are analyzed. The ascription to a biomedical model, the absence of nurse services and the not free client's election of the health professional can be emphasized as institutional factors. Among professional factors, the absence of nursing model,differences in the undergraduate programs and increasing of the technological orientation of nursing have been identified.
As conclusion, some proposals for an adequate professional development are suggested: The need of assuming that professional agents have the responsibility in the leadership of nursing care, the need of using the critical thinking and the need to assume the social responsibility demanded by a profes.
