Abstract
Purpose: to assess the integration of the gender perspective in the Health Plan in La Rioja; to identify areas for improvement and offer recommendations.
Methods: the evaluation of the plan was based on the method of an integrated gender approach (mainstreaming) in October/November 2019. The following tools were used: “La guía de aplicación de la evaluación de políticas públicas con enfoque de género” by the Instituto Andaluz de Administración Pública, “La guía de desigualdades en salud de Andalucía”, and the paper “Hablemos de sexo”.
Results: the health plan does not include an explicit commitment to gender equity. In La Rioja, men and women do not participate equitably in decision-making on health policy. The lack of an analysis of socio-economic variables prevents the identification of vulnerable groups. The impact of already implemented health measures on men and women is not evaluated. Most data are not disaggregated by gender. Gender is not included as analysis unit allowing to identify causes and consequences of inequality. No targets or actions are established to reduce inequality gaps.
Conclusions: the current health plan in La Rioja does not include gender perspective. All phases of health plan development can be substantially improved from a gender perspective.
